A white cat Maya I know always does te same as your cat: lying on small surfaces several meters above the ground. She's still alive though. Normally they know what they're doing. Consider putting up a shelf for him. Just a 2x4 for some board, painted white and attached just below the ledge (doesn't look like it might attach to the ledge it self).
